Two pawns, one board, towers rising everywhere. You can only climb one level at a time - so every block you place is a step for you or a ladder for them. The whole game lives in that tension.
Step your pawn to any adjacent square. You can climb at most one level up - but drop down as far as you like.
After moving, add one block to any tower next to you - or cap a level-3 tower with a dome, sealing it forever.
Step onto a level-3 tower and the game is over. Or win by trapping your opponent with nowhere legal to move.
